Identification rules for pet listings as per legislation
IMPORTANT: As per new legislation for some states, it is required that you update your listings to include an identification number. If you are listing cats or dogs from any of the states mentioned below, then please make it a priority to go to your 'MY PETS' page and edit your listings to include the new compulsory fields added to the pet listing form. Make sure all your listings are up to date on and after 1 July 2019.
Below are the new requirements by state:
Cats
- VIC: Source Number
- SA: Breeder Number
- NSW: Rehoming Organisation Number
- ALL States but NT & TAS: Microchip Number
Dogs
- VIC: Source Number
- QLD: Breeder Exemption Number (BEN) (after 26 May 2017)
- SA: Breeder Number
- NSW: Rehoming Organisation Number
- ALL States but NT: Microchip Number
Please Note: Any pet listing for interstate adoption will have to comply with the listing rules for that state. For example if you are listing a pet for interstate adoption in Victoria then your organisation will have to apply for a "source number" which must be displayed on your pet's PetRescue listing.

NSW
From 1 July 2019, all current NSW listings will need to include an identification number that can be either: a microchip number, a breeder identification number, or a rehoming organisation number. This also applies to any pets advertised in NSW including adverts in newspapers, local posters, community notice boards and all forms of online advertising, including public advertisements on websites such as the Trading Post, Gumtree and social media sites.
Rehoming organisation number (RON): Rehoming Organisation Numbers (RON) are issued to local councils, pounds, shelters and other approved rehoming organisations.

VIC
All listings for pets available for adoption on PetRescue will require a source number. The source number of the breeder of any dog or cat, or the source number of the council pound, animal shelter, pet shop or foster carer that owns the pet is required when implanting a microchip into a dog or cat born after 1 July 2020. SA
Dogs and Cats Online is South Australia’s mandatory database for the registration of dogs, cats, breeders, microchip and desexing information. From 1 July 2018, if the listed rescue pet was born in your care, then it is mandatory to include a breeder identification number. Click here for more details.
QLD
All member rescue organisations, including pounds, shelters and dog rescue groups that put up dogs for adoption born on or after 26 May 2017 need to apply for a 'Breeder Identification Number' or BIN. A Breeder Exemption Number (BEN) may be issued as a Supply Number for a particular dog in specific circumstances and must be used when you give away, sell, advertise or supply that dog.
